Wasn't it at no point supposed to be a BAD LIEUTENANT movie? Like, someone eventually added it and Werner Herzog was just like "Okay, I guess, that does not concern me" in typical Werner Herzog fashion?

I could be wrong about that.

I think he WANTED to call it THE BAD LIEUTENANT.  But the studio interfered.

Wikipedia says this:

"Herzog did not like the idea of a remake and desired to change the title of the film, but was unsuccessful. Herzog stated, "I battled against the title from the first moment on", but added, "I can live with it, I have no problem with it at all. The title is probably a mistake, but so be it.""
